Sultan bin Hamed Al Burtmani
Board Chairman
With a wealth of experience in Asset management, Business development, due diligence and financing, Sultan Al-Burtmani is directly involved in achieving Oman Oil Company’s (OOC) goals to pursue investment opportunities in the Energy Infrastructure sector locally and internationally. He was appointed as the Acting Executive Managing Director of Oman Gas Company – a subsidiary of Oman Oil Company. Sultan led a new petchem project in OQ’s before he was appointed as Vice President for Business Development for the Commercial and Downstream leading strategic projects, project delivery, and M&A opportunities. During his work, Sultan added value in developing asset management and portfolio management practices within OOC and OQ. He attracted sizeable investments and investors for OQ. Sultan led different project development in Oman and closed different Merger & Acquisition (M&E) transactions internationally. Additionally, Sultan is currently leading the conceptualization and establishment of the Integrated Gas Company, a venture aimed at bolstering the Sultanate's fiscal strength. With his expertise at the helm, this innovative company is set to revolutionize the gas sector, prioritizing efficiency while mitigating potential risks.


Mubarak Sulieman Mohammed Al Naamani

Chief Financial and Commercial Officer, Duqm Refinery & Petrochemical Industries (OQ8)
Mubarak Al-Naamani is a distinguished finance executive with over three decades of experience spanning the oil & gas, banking, investment, and public audit sectors. He currently serves as Chief Financial and Commercial Officer at Duqm Refinery & Petrochemical Industries (OQ8), where he led the closing of Oman’s largest multi-source project financing deal valued at USD 4.61 billion. His scope at OQ8 covers finance, commercial strategy, supply chain, production planning, and contract management. Prior to his role at OQ8, Mubarak held leadership positions including Country Managing Director at Protiviti Oman, Head of Internal Audit at Oman Oil Company (OOC), and Finance Director at Sohar Refinery Company. He began his career at KPMG and later served as Director General at the State Audit Institution, where he was seconded to the UK’s National Audit Office. A Certified Chartered Accountant and Certified Internal Auditor, Mubarak brings deep expertise in corporate finance, internal audit, strategic planning, risk management, and corporate governance. His track record includes major contributions to Oman’s energy infrastructure and financial oversight of billion-dollar ventures across multiple sectors

Azzan Dhahi Mohammed Al Gaithi

Manager – Economic Diversification Investments, Oman Investment Authority
Azan Al-Ghaithi is a seasoned investment and project management professional with over 13 years of experience across the energy and public sectors. He currently leads Economic Diversification Investments at the Oman Investment Authority, focusing on strategic development, shareholder governance, and performance optimization of portfolio companies. His career spans pivotal roles at Occidental Oman and the National Program for Fiscal Balance (Tawazun), where he was instrumental in enhancing Oman’s credit ratings and fiscal outlook. Azan holds an MBA from the University of Strathclyde and a BSc in Accounting from Sultan Qaboos University. He brings expertise in strategy, project controls, stakeholder engagement, and performance management.

Samira Mubarak Said Al Azri

Vice President – Assurance, OQ
A seasoned Finance and Audit executive with over 15 years of extensive experience in Finance, Risk Management, and both External and Internal Auditing. Currently serving as Vice President of Assurance at OQ SAOC, Samira is recognized for her strategic leadership in developing and implementing robust internal audit governance frameworks and quality assurance and improvement programs aligned with Global Internal Audit Standards. Her expertise includes stakeholder engagement and the execution of strategic internal audit initiatives across the OQ group.
Throughout her career, Samira has played a pivotal role in establishing and leading internal audit departments, spearheading investigations, and developing innovative audit methodologies. She has pioneered the creation of a career path model for internal auditors, fostering professional development within the field. Additionally, she has driven audit innovation and automation initiatives to enhance efficiency and effectiveness.
Samira has held leadership positions at Orpic, PwC, and various entities within the energy, financial services, and public sectors. She holds a Bachelor of Science in Business Administration with a focus on Finance (Honors) from the University of Missouri, St. Louis, USA. Additionally, she has earned the Internal Audit Practitioner Certificate and is currently pursuing the Certified Internal Auditor (CIA) designation.
Beyond her role at OQ, Samira serves as a Board Member and Audit Committee Member for several organizations and actively participates in the Institute Relations Committee of the Global Institute of Internal Auditors, demonstrating her ongoing commitment to advancing the internal audit profession both locally and on a global scale.

Mohammed Ahmed Mohammed Al Riyami
Board Member
General Manager – Talent Management, Omantel
Mohammed Al-Riyami is a recognized leader in human capital and organizational development, with over two decades of experience in the telecommunications, oil and gas, government, and consultancy sectors. Currently serving as General Manager of Talent Management at Omantel, he oversees strategic workforce planning, performance management, and succession planning. Mohammed has played key roles in digital transformation, HR strategy alignment, and operating model redesigns. He holds Bachelor degree from SQU, and a postgraduate diploma in HRM and he is certified CIPD Level 5 professional. He also serves as Board Member of the Oman Society for Human Resource Management (OSHRM).
